2005
Rating List
The
2005 Rating List is now in effect, and there are few changes
to the rules and regulations governing the submission of appeals
(proposals) against your new rateable value.
Unlike
the 2000 list, there is no annual deadline for submitting
your appeal. An appeal may be submitted at any time up to
31st March 2010 and, if successful, your revised rateable
value will be backdated to 1st April 2005. Any overpayment
will be refunded by your local council - the billing authority.
As
in previous rating lists, interest will be paid on the refund
from the effective date of the alteration to the repayment
date - or to be more precise the day before the date of the
cheque!
The
big difference this time is that ratepayers are restricted
to ONE appeal against the rateable value shown in the compiled
list and ONE appeal for any subsequent alteration.
Announcing
the changes, Local Government Minister Nick Raynsford said:
"It
is important that, as the 2005 Revaluation comes into effect,
we have in place a robust appeals system - one that serves
the interests of ratepayers fairly. I believe the appeals
system announced today does just that. To continue with an
arrangement that allows unlimited duplicate appeals to be
made places an unnecessary burden on the appeals system and
means that appeals take longer to resolve as a result."
The
new measures may well mean that there will be a significant
reduction in the unnecessary 'red tape' involved in the Valuation
Office Agency and the Valuation Tribunal Service dealing with
multiple duplicate appeals - many appeals in previous lists
took YEARS to resolve and any measure to reduce this timescale
should be welcomed - However, because of these restrictions
it is even more important to seek professional advice from
a qualified rating surveyor before submitting a proposal.
